Send email notification when an upvote has happened

  Actually this is already an option for customers as a checkbox under the "Board Settings" -> "Appearance" tab.

  I think this is request to be notified when each upvote occurs.
  
  When we do implement a solution we need to make certain it doesn't cause unwanted floods of notification emails to moderators.
