Prevent commenting on 'done' suggestions

Prevent commenting (or add an option by status) that prevents commenting on 'done' suggestions. This would be similar to the current functionality that prevents voting on done suggestions.
We don't want people to think that commenting on something that didn't get enough interest means that we might look at it again. We want closed suggestions to really be locked and somebody open a new suggestion if needed.
